EXPECTED START DATE : 3rd week of October 2020

Expectation:

WaterAid Cambodia is implementing WASH and Health program with general mission of supporting the government to improve quality of care in health care facilities through a people-centered care approached. The primary purpose of this role is to build more evidence to improve Water Sanitation and Hygiene (WASH) as part of the government quality of care strategy. S/he will support and/or lead health research projects. S/he will use his/her knowledge of health project management, and experience with public health principles in documentation and learning, monitoring and evaluation and communication to improve knowledge, practice and behaviour in WASH, Infection Prevention Control.

Duties

  • Program management
  • Support in managing local partners within the project
  • Manage on monitoring the effectiveness of the program, gather the learnings and progress of each projects in WnH program
  • Work with partners to meet donor reporting requirements.
  • Manage the relationships and deepen collaboration with health center/Operational District staff, Ministry of Health/PHDs, and other ministries.
  • Manage the relationship with other partners such as, research institutions, and universities.
  • Support in working with operation on grant management and ensure on regular grant health check.
  • Technical leadership
  • Support on advocacy and influent activities on WASH in HCFs in other health policies and guidelines such Anti-Microbial Resistance (AMR) and other quality of care topic.
  • Able to lead the implementation of national WASH in Health Care Facilities guidelines.
  • Lead advocacy to position hygiene as fundamental to integrate into other health discourse such as immunisation, reproductive health, nutrition, infectious diseases, etc.
  • Support in design training materials for low skill staff at health care facilities such as cleaner
  • Lead/support on identify innovative WASH and Health project for the improvement Cambodia’ Quality of Care.
  • Research, learning and documentation
  • Support health research project such as Changing Hygiene Around maternal priorities process evaluation and end-line data collection; design need assessment on cleaner status at health care facilities and other health research project.
  • Regularly lead learning sessions and document lessons from the WASH and Health Program and turn the learnings into policy document briefs, technical paper and manuscripts.
  • Generate an evidence based to inform better programming and influence policy decisions related.
  • Coordinate the Communications team to develop strategic communication products based on program evidence.

  • Master Degree in Public Health or social sciences related Or Bachelor degree in above discipline with strong health research skill
  • Desirable
  • Relevant degree related to development study or environmental sciences.

  • Clear programmatic understanding at local and national level at health sector.
  • Working with Government systems at national and/or sub-national level.
  • Relevant experiences on water, sanitation and hygiene and health – related WASH topics.
  • Experience in conducting formative research, process evaluation and developing creative intervention.
  • Writing high quality reports for a range of internal and external audiences.
  • Write project case studies, communication materials and documentation.
  • At least 3 years of relevant work experience – including in program management.
  • At least 2 years of experience of managing partners.
  • Operationalizing effective monitoring, evaluation and learning process.

  • Experience designing and conducting evaluation and research relating to health and behaviour change
  • Experience working with the Ministry of Health and Provincial Health Departments (PHDs).

  • Writing briefing notes and reports.
  • Strong facilitation and communication skills in Khmer and English (both written and verbal),
  • Good editing skills and the ability to tailor communication materials for different audiences.
  • Organised and methodical approach, with the ability to manage multiple priorities and meet deadlines.
  • Knowledge of national health strategy plan
  • Skill in designing and facilitating knowledge sharing and events
  • Strong computer literacy: MS Office (Excel, PPT, Word) and other online learning platform.
  • Willing to learn new things via exiting WA learning platforms such to be part of existing internal working group, learning hub and global/regional webinars
