Position Summary:

Under the supervision of the Monitoring, Evaluation and Learning (MEL) Manager, the Research and Monitoring Specialist is significant role in IECD’s monitoring, evaluation, and learning agenda. She/he will coordinate all activities of data collection, quality control, data management, analysis, reporting, research studies/evaluations design, and ensure reporting system in effectiveness ways with all project users. This position is based in Phnom Penh and will conduct activities in Kampong Thom, Preah Vihear and Siem Reap Provinces.

Reporting:

The Research and Monitoring Specialist will report to the Monitoring, Evaluation and Learning (MEL) Manager.

Duties

  • Coordinate thematic research studies/evaluations and using Activity data to inform RTI and its partners, USAID, and government counterparts about overall progress towards objectives.
  • Support the identification and rollout of technology to improve the efficiency and effective of IECD data collection and use.
  • Facilitate MEL capacity building and refresher on MEL methodology/tools and reporting to project team & service providers (VHSG, CDL, and others).
  • Regularly conduct project field monitoring, data validation/verification, Data Quality Assessment (DQA) and safeguarding data privacy requirement.
  • Coordinate and monitor IECD Reporting Tool and on-going supports to project team & service providers (VHSG, CDL, and others).
  • Support IECD data for tracking into USAID system required.
  • Facilitate team internal reflection-action meetings to review Activity progress against deliverables and use the data to inform changes in programming and technical approach (i.e. using data for decision-making).
  • Support other monitoring, evaluation, and learning activities.
  • Contribute to progress reports and activity work planning.
  • Other tasks/duties assigned by MEL Manager as needed.

Requirements

  • Master’s degree in public health, social science, management, child development, nutrition or related field and years of experience, or Bachelor’s degree and years of experience;
  • Significant experience in thematic research, the research process, and participating in and leading research teams, especially for USAID- or other donor-funded projects and studies.
  • Strong knowledge of ethics for research with human subjects and institutional review boards (IRBs), including familiarity with Cambodian NEC and requirements.
  • Broad knowledge of strategies to address global health, agriculture, nutrition, and child development are desirable.
  • Experience collaborating and coordinating with Royal Government of Cambodia officials at the national and local levels.
  • Proficiency in relevant software such as Microsoft Word, Excel, PowerPoint, and Outlook. Proficiency with statistical analysis using software such as Stata, SPSS, or others is desirable.
  • Strong analytical and planning skills.
  • Strong coordination and organizational skills, strong attention to detail, the ability to establish priorities, meet deadlines, and manage variety of tasks with accuracy.
  • Strong interpersonal and communications skills and ability to work independently and as part of a team.
  • Fluent written and spoken English.

The experiences of many young Cambodian children illustrate how adversities accumulate, increase families vulnerabilities, and undermine childrens ability to reach their developmental potential. Much progress has been made in Cambodia in the past 20 years in decreasing poverty, infant mortality, and disease burden through economic growth and investments in health, education, protection, and other sectors, yet the complex interplay of risks to child development has not yet been comprehensively addressed.
