Project: All Children Reading–Cambodia (All Children Learning Cambodia funding)

JOB SUMMARY:

The Grants Officer is to provide overall support on the Project’s grants management, assisting day-to-day administration of grant award under All Children’s Reading-Cambodia Project. Also, the Grants Officer will assist to ensure the performance of grants monitoring, including the review of grant budgets and financial reports to ensure compliance with award-specific requirement and applicable donor regulation and reporting.

Duties

  • MAJOR RESPONSIBILITES:
  • Support the development of the grant management program with the input and oversight of the Grant & Procurement Manager, Operation Director, Chief of Party (CoP), and the RTI Office of Contracts;
  • Support the administrative process of issuing of Request for Applicants and participate in conducting pre-award assessments and survey;
  • Review and evaluate grant/contract applications for compliance and eligibility; and provide accurate and timely advice and feedback to the evaluation committee on application compliance to internal and external requirements;
  • Administration and assignation of general funding for adjudications through project budgets;
  • Support the Grants & Procurement Manager in the grant management process & subcontracts for local organizations, including grant proposal tracking, review, and approval process;
  • Maintain financial management files for grants and ensures audit trail for all necessary grant documentation;
  • Review grantee financial reports and documents submitted, liquidate the eligible costs and take relevant action on the expenses rendered ineligible and ensure proper allocation of expenses, reasonability of expenses and allowability as per USAID rule and regulations;
  • Ensure timely financial disbursements, compliance with grants financial management policies, monitors all grant expenses, and provides regular updates on grant status;
  • Provide technical assistance and on-going support in financial related issues as required to build capacity of local partners & grantees;
  • Review technical and financial proposals from local NGOs/contractor, including negotiating annual budgets, and reviews grantee financial expenditure reports for accuracy and adherence to budget;
  • Maintenance of the adjudication files and verification of all the certification and documents needed for adjudications inscription;
  • Conduct regular field visit/finance review to grantees if required;
  • Support in the close-out process of grants.
  • Assist Senior Procurement and Logistic Officer to support administrative work to complete all procurement process (complexity). and simple procurement, i.e prepare bid tabulations, purchasing, contact to vendor, and receiving the items.
  • Other tasks will assign by supervisor to support the team.

Requirements

  • REQUIRED SKILLS & QUALIFICATIONS:
  • Bachelor’s degree and two years of experience or equivalent combination of education and experience in grants financial management is highly preferred
  • Strong government partnering experience as well as experience with USAID, or other donor agency regulations highly preferred.
  • Ability to plan, develop, manage, and evaluate projects of the scope and complexity describe above is required;
  • Excellent knowledge of Microsoft Office and reporting;
  • Strong organizational, reporting and management skills;
  • Excellent interpersonal skills and ability to work as part of a team;
  • Strong verbal and written English & Khmer communication skills;
  • Strong presentation, facilitation and coordination skills;
  • Ability to build effective relationships with all clients, peers, and stakeholders;
  • Ability to work hands-on, independently, and within team;
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting;
  • Strong oral and written communication skills and ability to coordinate activities with officials from host country government, US Government, NGO’s, and other agencies;
  • Willingness to travel to the field.

The experiences of many young Cambodian children illustrate how adversities accumulate, increase families vulnerabilities, and undermine childrens ability to reach their developmental potential. Much progress has been made in Cambodia in the past 20 years in decreasing poverty, infant mortality, and disease burden through economic growth and investments in health, education, protection, and other sectors, yet the complex interplay of risks to child development has not yet been comprehensively addressed.
