Schedule: 40 hours week; occasional travel to the provinces (1 day/ month)

Job purpose: To support the delivery of high-quality projects through the efficient delivery of finance functions in line with established policy and procedures.

Job brief: The Cash Accountant is primarily responsible for managing daily cash flow and disbursements, ensuring bank accounts and petty cash are well managed to meet the needs of project activities. They are responsible under their line manager for running the cash office, and monitoring of bank accounts, ensuring balances are maintained within policy. They support project staff by ensuring invoices and cash advances are dealt with effectively and that documentation for expenses meets requirements. They also work with partners to review financial reports and offer advice on finance processes where needed.

Duties

  • Provide cash service functions to all project staff to ensure cash needs for project implementation are met in a timely and effective way.
  • Operate petty cash payments following the required standards for documentation, including preparing weekly reconciliation and reports, and organizing replenishment of the petty cash fund.
  • Distribute cash advances and ensure deadlines for settlement are met by alerting staff. Ensure paperwork is stamped and filed after settlement of cash advances and invoices to protect against duplicate payments.
  • Monitor funds in all organization bank accounts at least weekly and report need for transfers or replenishment.
  • Manage quarterly funding request from HQ and organize fund bank transfers under instruction from line manager.
  • Monitor and update bank signatories when needed to ensure each bank account has sufficient and current authorized signatories.
  • Coordinate transfer of staff salaries to their individual accounts, ensuring this is done in line with policy, on time and that the correct paperwork is filed regularly.
  • Coordinate purchase of office supplies and keep control of these supplies in the logbook, repurchasing as needed.
  • Maintain clear asset records, updating asset list at least 2 times per year to ensure all assets are recorded and controlled in accordance with policies.
  • Review Ratanak agent expenses, monitor their financial reporting, and provide support/ recommendations on finance operations and procedures.
  • Oversee cash held in the office, ensuring this is managed and secured in compliance with policy.
  • Keep and maintain all finance paperwork, including forms, cheque books and other records in a secure and well-organized manner, replenishing as needed.
  • Assist in filing vouchers and supporting documentation according to established filing systems and in timely manner.
  • Scan documentation for all projects as required by IHQ and ensure filed correctly and on time.
  • Ensure that office phone is covered and answered promptly, and that visitors are welcomed and follow security procedures.
  • Support management and senior management team with administrative tasks as required.
  • Attend team meetings and briefings as required.
  • Engage in ongoing personal development to ensure best practice in financial management and organization of work.

  • Degree in finance, accounting, business admin. or related field
  • Knowledge of using computer, Microsoft Word and Excel.

  • At least 2 years’ experience in accounting and administrative role
  • Experience of using accounting software and systems.
  • Experience in an NGO environment.
  • Able to speak and read English at level equivalent to IELTS 5 or above.
  • Attending and involved in a local church.
